ROCK COUNTY ALLIANCE OF SNOWMOBILE CLUBS
April 2, 2008
Call to Order: at Milton VFW by Vice President Mark Tiffany
Roll Call: Alliance officers present: Mark Tiffany, Sandy Tiffany, Don Myers. Missing: Bob Kaiser. 9
clubs present.
Secretary’s Report: Mike Ferger made a motion to forgo reading minutes of the March Alliance
meeting and approve as written. Bruce Haugen seconded it, motion carried.
Treasurer’s Report: Copies of the treasurer’s report were distributed. Don Myers read it, a copy is
on file in the secretary’s book. Russell Jeske made a motion to approve the treasurer’s report. Levi
Olson seconded it, motion carried.
Pay Bills: Bills were presented for payment. Dan Buttchen made a motion to pay the bills. Motion
was seconded by Jim Goehl and carried. Harold Dettinger brought a $20 donation from someone
who complimented us on our trails.
AWSC Director’s Report: The new AWSC officers are: President - Bill Schumann, Vice President -
Doug Johnson, Treasurer - Natalie Sessler, Secretary - Darlene Krentz. The AWSC office is moving
to DeForest this month. There will be new staff members and they want to hire an executive
secretary. The increase in non-resident trail pass died, and will be re-introduced next year. There
is a lawsuit challenging the use of snowmobiles on a new state trail in the northwest corner of the
state. Right now the language only allows hikers, bikers, skiers, rollerbladers, bird watchers and
electronic motorized vehicles for the handicapped. It does not allow ATV’s or snowmobiles, so
statutory language change is being drawn up to revise that. It won’t happen until January when the
next session starts. We are concerned that if it happens there it may happen in other areas.
Snowmobile dollars have paid for trails and we should be allowed access. The use of stewardship
land is being discussed. If we get the statutory language changed it should resolve the stewardship
issue. Another issue is that some localities are starting to assess snowmobile clubs to pay personal
property tax on grooming equipment. We are drawing up legislation to eliminate that. The deer
hunting situation is still a big issue. They will have the regular nine day season in November and a
four day hunt in December. In CWD zones they are talking about having the regular seasons and
also another one from Dec 15th thru Jan 4th. In addition to that they are talking about a turkey
season in December. The red light rally in Hurley was affected the last two years because they
couldn’t get their trails open due to deer hunting. Snowmobiling has a tremendous economic impact
on that area. Last year 11 deer were killed in Iron County. Having an OWI citation on a snowmobile
go on driver’s license was discussed. The AWSC directors will be voting on this issue. The intent is
to include ATV’s and boats as well. The Governor’s Council voted to check into the cost of
administering this. There have been a lot of legislative issues dealt with recently, with just a few
people handling them. With major issues coming up, we are looking to get back to having throngs of
people go to Madison. We will try to get a “snowmobile day” set up next year.
Trail Report: Everyone should start taking out their trails as soon as they can. It is still too wet in
some places. Road signs must be turned by April 15th. Levi turned in almost $40,000 in grooming.
After landowner checks were made out there was about $4,700 left in the grant. He will turn in a bill
to drain the fund. The county will have to bill us for their time. There is $21,000-22,000 of trail put-
in to be turned in, and trail take-out usually is about $5,000. We have supplemental grooming
money coming, and this year we will get a percentage. When taking out trails everyone should
determine what signs they will need for next year. We had a very good year. The only complaint we
had was when the groomer occasionally left snow on the road. Discussion was held on wear of the
pavement where trails cross the roads. Landowner checks were distributed to the clubs. Discussion
was held on this issue. The County wants to give the money to the Alliance and have the Alliance
write the checks. The trails actually belong to the County and they contract the Alliance. Brushing is
badly needed on the railroad beds and other areas. We can borrow a brush mower or hire someone.
Groomer Report: The south groomer is in the shed. Levi has two new tracks and needs help
putting them in the shed. The tractor warranty is up on April 27. It needs a few new parts and we will
get them before the warranty is up.
Old Business: Cost comparison on the three groomers will be presented next month. It is too late
this year to apply for a new bridge in Footville. Before September we need to figure out where it
should go and get pictures and measurements. After that the county will put it out for bid and apply
for permits.
New Business: None
