The Club news:
The club had to relocate to new digs. We are now having our
meetings at Hackbarth Hills Golf Course.
Well no snow so keep our fingers crossed.
What we are about:
The Janesville Snow Chiefs is a snowmobile club. Our goal is to promote
training,safe trail riding and good sportsmanship. Our hope is to provide club news
and pictures also Internet links for weather and trail conditions.

Call to Order:  at Hackbarth Hills by President Bob Kaiser


Roll Call:  Alliance officers present: Bob Kaiser, Mark Tiffany, Sandy Tiffany, Don Myers. 8 clubs present, missing
Evansville Sno-Devils


Secretary’s Report: Mike Ferger made a motion to forgo reading minutes of the November Alliance meeting and approve
as written.  Jason Niemeier seconded it, motion carried.


Treasurer’s Report:  Copies of the treasurer’s report were distributed.  Don Myers read it, a copy is on file in the
secretary’s book. Jon Bartz made a motion to approve the treasurer’s report.  Jim Goehl seconded it, motion carried.   


Pay Bills:  Bills were presented for payment.  Levi Olson made a motion to pay the bills.  Motion was seconded by Lyle
Bohland and carried.


AWSC Director’s Report:  The 55 mph nighttime speed limit was signed into law, and is in effect from dusk to dawn
anyplace in Wisconsin.  The only exception is when you are required to follow posted speed limits on roads, etc.  MN has
a 50 mph speed limit 24/7.  Morris met with the new DNR secretary, Matt Frank, and explained the snowmobile program
to him.  The CAP program has a lot of work that needs to be done and is at least two years out.  The non-resident trail
pass will go to $35 in the spring.  ATV’s may do the same.  There is a lawsuit going on in Bayfield that involves a family
member of the Johnson & Johnson family.  There is a statute that currently lists who can use state trails, and it doesn’t
include snowmobiles.  Attorneys are working on it.  The state is being challenged to change the language to include
snowmobiles, because they are not considered motorized vehicles.  The state considers a motorized vehicle to be
something with wheels.


Trail Report:  Levi met with the new Parks Director, Laurie Williams.  Right now trails are open in the northern part of the
county.  It was announced on the radio where it is closed.  Parts of the trail in the southern part are not in yet, and one
part is closed due to deer hunters.  If parts are closed and not marked, we need to put up gates and/or signs to appease
landowners.  We don’t want to lose that section of the trail because people ride on it anyway.  The trail to Whitewater is
not open because it is not all marked.  There is a pipeline going through and the trail may not be opened until the end of
December.  This pipeline will go through where the south trail to Sharon is, but probably not until spring.  The new bridge
is not in yet by Coachman’s – it has been started but not finished.  This section is not open yet either.  Road signs
should have been turned.  Levi needs landowner lists and leases returned, as well as trail put-in reports.  We got a
check for $4,000 from the County, and are expecting another $4,000-4,500.


President’s Report:  Thanks to everyone who puts in trails, for getting them done and in correctly.


Groomer Report:  The back pan on the north groomer drag is worn out.  We can get a new one when the groomer is
done with this snow.  Fuel for the new tractor was discussed - where to get it, how to record if it comes from a tank
without a meter.  Some stations don’t have diesel.  We have an account at the Citgo station in Clinton, and could set up
an account in Footville.  We could look into getting a fuel card.  Any parts or repair work should have receipts turned in.  
Discussion was held on putting an advertisement sign on the drag.  Signs put on other drags vibrate off.  A better place
to put it is on the door of the tractor.  A suggestion was made to have a sign made and paid for by a supporter with his
advertisement, Join A Club, and Rock County Alliance of Snowmobile Clubs.  We have several businesses who do a lot
for snowmobilers in the County, and we don’t want to offend anyone.  Discussion was held but no action was taken.

Old Business:  The grooming area for each of the three groomers has not been decided yet.  We have 226 miles of trail
and will try to divide three ways equally, looking at natural boundaries.  Where to get fuel is another consideration.  West
of the river at Hwy 51 to the Hwy 14 bridge, Hwy 14 to Milton and Dane County, and east of the river to Clinton and
Whitewater are probably the way it will be divided.  We should try to find a new home for the bridge on Stewart Rd that is
not being used.  It could be moved to just west of Roherty Rd.  The Join A Club trifold brochure was included in the last
map, and we only received one response.  We won’t put it in again.  The contact person for each club is listed on the
map.  We should have new maps by Friday.  Contact Jackie Olson if you need some.  A meeting with Morris, Levi,
Donnie and the Clinton Fencehoppers will be set up soon.

January Alliance meeting, Clinton Fencehoppers, January 2, 7:30 pm at Maintenance Building
Phil Drake will ride in the MS Ride Jan 31-Feb 3 and is accepting donations.  One in 550 people in Wisconsin has MS.  
One in 10,000 in Texas has it, there is no known reason.
February Alliance meeting, Country Riders, February 6


Safety Courses:   


Evansville is tonight and Saturday, Clinton is next week with 34 people registered so far.

providing snacks.
